Health Market Connect (HMC) LLC is the designated operator of Pennie’s Certified Assister Network. In coordination with Pennie, Pennsylvania’s official health insurance marketplace, HMC administers a community-centered network of regional organizations across the Commonwealth. Our mission is to eliminate barriers to healthcare access by supporting the work of regional organizations whose Pennie-Certified Assisters are embedded directly in local communities to provide free, in-person enrollment support and targeted outreach to uninsured populations.
Job Title: Program Manager
Location: Remote, Pennsylvania (One required in-office day each week on Tuesday in Harrisburg, PA)
About the Role:
The Program Manager supports Health Market Connects (HMC) statewide network of regional partner organizations by helping coordinate community outreach and enrollment initiatives designed to improve healthcare access and reduce uninsured populations throughout Pennsylvania.
This role is ideal for a skilled program manager with strong professional writing, relationship management, and project coordination abilities. The successful candidate will be comfortable building trusted relationships with community partners, keeping multiple stakeholders aligned, and transforming program information and data into clear, compelling reports and written narratives. This is a remote-first position with required in-office attendance each Tuesday.

This position is a remote-first position with one required in-office day each week on Tuesdays. The role offers scheduling flexibility and unlimited paid time off (PTO), supporting employees in balancing professional responsibilities with personal commitments. This role is dedicated individual contributor position with no direct internal reports, focusing entirely on managing a portfolio of 7 regional organizations. You will work within a highly collaborative team alongside our Operations Lead, a Project Management team, our President, and you will receive direct mentorship and guidance from our Director, a subject matter expert. Your primary mandate it to keep our 7 regional organizations on track, organized, and supported as they deploy Pennie-certified Assisters and execute localized healthcare outreach and enrollment.

Your Impact:
As a Program Manager, you will:
- Serve as the primary, day-to-day point of accountability for 7 regional organizations, establishing clear milestone timelines for their outreach and enrollment work.
- Own the cadence and structure of partner interactions, including designing meeting agendas, facilitating check-ins, and leading strategy discussions focused on local enrollment barriers.
- Run tight follow-up loops by tracking deliverables, clearing implementation bottlenecks, and ensuring execution action items across partners and HMC staff.
- Collaborate cross-functionally with internal teams to support smooth data entry, reporting, compliance tracking, and administrative processes.
- Manage administrative workflows, including:
- Processing partner invoices and milestone-based disbursements
- Coordinating subcontractor/vendor payments with accounting
- Supporting invoicing of Pennie and other prime contractor responsibilities
- Partner directly with the Director to draft, edit, and refine high-quality bi-weekly, monthly, quarterly, and annual reports.
- Gather, clean, and organize outreach and enrollment data from regional organizations to ensure strong data integrity and reporting accuracy
- Translate field insights, enrollment outcomes, and healthcare access barriers into clear, compelling written narratives
- Ensure regional organizations remain complaint with Pennie certification standards, consumer data privacy regulations, and grant reporting requirements.
Minimum Qualifications:
- Bachelor’s degree in Public Health, Community Health, Health Administration, Human Services, Social Work, Business Administration, Communications, or a related field.
- Two (2) years of experience in program coordination, project coordination, community outreach, healthcare, human services, nonprofit operations, case management, grant administration, or a related field.
- Strong written and verbal communication skills, including the ability to prepare professional reports, summaries, or documentation.
- Demonstrated ability to coordinate multiple projects, timelines, priorities, or stakeholder relationships.
- Strong organizational skills and attention to detail.
- Proficiency with Microsoft Office Suite, including Outlook, Word, Excel, and Teams.
Standout Qualifications:
- Experience working with community-based organizations, healthcare providers, nonprofit organizations, government programs, or grant-funded initiatives.
- Experience collaborating with leadership teams or subject matter experts to develop reports, presentations, or professional documentation.
- Familiarity with healthcare access programs and systems such as Medicaid, CHIP, ACA, Marketplace plans, or Pennie.
- Ability to analyze information, identify trends, and communicate findings effectively.
- Strong follow-through skills with the ability to keep multiple stakeholders aligned and on schedule.
- Ability to thrive in a collaborative, team-oriented environment.
